If you want to go the easiest route then have a look at http://www.blogger.com.
I do recommend that you use WordPress from the beginning because I’m sure you will eventually move to WordPress after using Blogger for a while, and then you have to migrate your whole Blog.
The plug-ins for WordPress are also extremely powerful!
In the end you can go with whatever you feel most confortable, the good thing is that you decided to start blogging!

There are lots of factors that can prevent your account from being approved.
The common ones are if your blog resembles a spam blog, or if you do not have enough content on your blog yet.
I would recommend posting for about 3 months and then apply again, they should let it through…

I have tried this before and it really works! It might take you some time to get it right, but once its there you will be glad
